Citizens of the Republic of Estonia or residents of the Republic of Estonia holding the Estonian alien's passports, who have lost their visa of the Russian Federation or their passport, should turn personally to the Consulate. In case of losing the passport one should also present the certificate of militia stating the loss of the passport.

Certificate of Return to the Republic of Estonia is issued
- to the Estonian citizens lost their passport
- to the residents of Estonia lost their alien's passport
To apply for the Certificate of Return one should present to the consular section:
- application
- a document from the militia proving that one have lost its identification document
- 2 photos 3x4 cm
The certificate is valid for 10 days. The consular fee is EEK 130/ USD 7 (payment in US dollars or in Estonian krones).
The citizens of the Republic of Estonia, who have lost their visa of the Russian Federation should turn together with a letter from the inviter to St.-Petersburg's Migration Board to apply for the entry visa. In case of losing the passport one should also add the Certificate of Return issued by the the Consulate General of the Republic of Estonia in Saint Petersburg.

The Embassy of the Republic of Estonia suggests not going to the places with disorders or acts of warfare (Chechnya and its border territories). The protection of the security, life and valuables could not be guaranteed there.
