Paet added that at the upcoming meeting of the European Union foreign ministers in February, new conclusions would be taken regarding harsher sanctions against Belarus.</p> <p>Foreign Minister Paet also noted that it is still important to support civil society, free media, and the opposition in Belarus. Progress should also be made on preparations for a visa facilitation and readmission agreement. &ldquo;It is also Estonia's goal to continue supporting civil society in Belarus in any way possible, plus we would like to increase the support given to civil society within the framework of development co-operation,&rdquo; he said.</p> <p>Estonia supports the work of the Belarusian European Humanitarian University in Vilnius. We also support the civil society of Belarus through the Centre of Eastern Partnership in Tallinn. &ldquo;We welcome Belarusians to participate in the courses offered by the Eastern Partnership Centre and give out scholarships for university students from Belarus to study in Estonia. The ambassador resides in Tallinn.</p> <p>At the credentials presentation ceremony held at Hisn Ash'shumookhi Castle in Nizwa, Estonian Ambassador Lauri Bambus and Sultan of Oman Qaboos bin Said confirmed that there are excellent opportunities to intensify bilateral relations. Ambassador Bambus stated that Estonia would like to advance economic and cultural ties with Oman and conclude agreements that would facilitate bilateral co-operation. &ldquo;In order to intensify business contacts, we would definitely like to appoint an Estonian honorary consul in Oman,&rdquo; he added.</p> <p>On the topic of economic co-operation, reciprocal interest was expressed in the information and communications technology sector and in the energy sector. Ambassador Bambus said that Estonia and Oman's co-operation in the IT sector is off to a successful start. &ldquo;I am please to say that Estonia's biggest software development company AS Webmedia is already active in Oman,&rdquo; Bambus added. <br /> <br /> During meetings at the Foreign Ministry of Oman prior to the presentation of credentials, topics relevant to the European Union and the Persian Gulf countries were discussed. There is interest in advancing co-operation in international organisations as well. Bambus expressed hope that Oman would soon name an ambassador to Estonia, which would help even more to strengthen bilateral relations.<br /> <br /> Lauri Bambus was born in 1969 in Valga. He has graduated from Tartu University twice &ndash; from the philosophy department with honours in 1993 and from the law department in 2004. He has furthered his studies at the University of Turku in the field of international law and at the Diplomatic Academy in Vienna. Lauri Bambus has worked at the Foreign Ministry since 1995, when he started working in the consular department. He has worked at the Estonian embassies in Warsaw and Brussels and as the director of the Schengen division in the Ministry's consular department. From 2005-2007 Lauri Bambus was the consul general at the Estonian Consulate General in St. Petersburg, and following that he was the director general of the Foreign Ministry's consular department until 2010. The ministers of foreign and European affairs agreed that the new budget must contribute to economic growth and competitiveness.</p> <!--break--> <p>Estonian Ambassador to the European Union Matti Maasikas, who represented Estonia at the council meeting, said that Estonia sees the European Union budget first and foremost as a budget for investments, since administrative costs make up only a small proportion of it. &ldquo;This is why we must find a balance between the member states&rsquo; need to economise and the European Union&rsquo;s financial needs for bringing its policies to life,&rdquo; said Maasikas. The ambassador added that the main goal of the next EU financial framework should be to increase the EU&rsquo;s competitiveness in order to support the initiatives and goals of the Europe 2020 (economic growth and employment) strategy.</p> <p>Estonia feels that with the new financial framework we must take into account both the European Union&rsquo;s need to invest and each member state&rsquo;s ability to use funds economically. Matti Maasikas stated that this would mean two-way solidarity in the European Union, where recognition is given to those who manage to fulfil their responsibilities.</p> <p>Estonia considers the European Commission&rsquo;s proposal regarding the general size of the budget to be reasonable and a good basis for further negotiations. However, Estonia also feels that it would be rational to reach a common understanding regarding the effects and expected benefits of carrying out the EU&rsquo;s main policies before agreeing on the sum for the budget.</p> <p>In the ongoing negotiation process taking place during Denmark&rsquo;s presidency, raising the competitiveness of the European Union is an important goal for all member states. Estonia emphasises this in regards to the role of the two biggest EU policies, the EU cohesion policy and the common agricultural policy. We feel it is important to have a strong cohesion policy throughout the whole European Union that invests in employment and competitiveness. The common agricultural policy would benefit from direct supports to countries becoming equalised very soon, as this would give member states equal opportunities on the EU common market.</p> <p>In addition, we must invest in research and development activity and innovation so that the European Union can preserve its role in a global context. Paet stated that in addition to developing its own national cyber security, Estonia also works actively to develop cyber security in NATO, as the NATO Cyber Defence Centre of Excellence is located in Tallinn.</p> <!--break--> <p>The Estonian foreign minister also spoke with the Indonesian minister of defence about the fight against piracy. &ldquo;In the fight against piracy, information exchange and co-ordination among nations and various international organisations is essential,&rdquo; Paet said. Estonia is in favour of trade with as few restrictions as possible between the EU and ASEAN,&rdquo; said Paet. &ldquo;Estonia supports the continuation of ASEAN&rsquo;s integration, so that the ASEAN economic union to be created in 2015 will be an economic region with a unified market and production capabilities,&rdquo; he added. By doing so, we would recognise Serbia&rsquo;s progress on its path to Europe, plus the timing takes into consideration the European-mindedness of Serbia&rsquo;s current government,&rdquo; Maasikas explained. &ldquo;However, repairing relations with Kosovo is still a prerequisite&mdash;we expect the European Union-mediated dialogue between the two countries to continue,&rdquo; he added.</p> <p>In relation to the Middle East peace process, Estonia supports sending a strong message to both sides. Israel and Palestine must both fulfil the obligations they have accepted and continue with negotiations in order to achieve a solution that corresponds to the schedule established by the Diplomatic Quartet. Estonia recognises the efforts of Jordan in promoting the negotiations between Israel and Palestine and feels that it is necessary for the European Union to strongly support Jordan as a mediator.</p> <p>While discussing Syria it was stated that the situation there is still worrisome. Possibilities for the European Union to change the situation were discussed. The killings must end and humanitarian aid must become more accessible. The European Union condemns Bashar al-Assad&rsquo;s regime and supports the role of the Arab League in resolving the crisis. The European Union must also continue to apply pressure to Syria.</p> <p>In contrast, developments in Burma/Myanmar have actually been for the better. The opposition party is being allowed to participate in elections and some political prisoners have been freed. Therefore at today&rsquo;s European Union Foreign Affairs Council, the EU decided to lessen restrictive measures and be ready to review sanctions as well.</p> <p>The complicated political and human rights situation in Belarus was also briefly addressed. &ldquo;The European Union must continue its double-sided policy, which places restrictive sanctions in order to influence the regime while also supporting the democratic forces in Belarus,&rdquo; stated Matti Maasikas. Belarus is a concern not only the European Union but also for our eastern neighbours, which is why the EU should also address this situation together with its Eastern Partners. The tour bus containing Estonian citizens was part of a convoy of five tour buses that was detained by local residents for a few hours as a result of the residents&rsquo; demands regarding their living conditions.</p> <!--break--> <p>Foreign Ministry representatives were in constant contact with the Estonian citizens who were on the bus. The local police and other authorities worked to resolve the situation. We will also continue to participate in shaping international humanitarian aid policies,&rdquo; said Paet.</p> <!--break--> <p>The foreign minister stated that in recent years Estonia has contributed to the discussion on international humanitarian aid policies as a member of the UN Economic and Social Council (ECOSOC) and as co-chairman of Good Humanitarian Donorship with Ireland.</p> <p>Estonia also has rescue capabilities that meet global standards in the form of its Disaster Relief Team. &ldquo;The Estonian Disaster Relief Team belongs to the International Humanitarian Partnership network along with the Nordic countries, Great Britain, the Netherlands, and Germany, and our experts have participated in missions in Cyprus, Ukraine, Moldova, Pakistan, and Haiti,&rdquo; said Paet.</p> <p>Foreign Minister Paet also noted that the amount of humanitarian aid given by Estonia has increased from year to year. &ldquo;While in 2005 our humanitarian aid budget totalled 96 000 euros, this year we have allocated 1.1 million euros for humanitarian aid,&rdquo; he said. Paet added that the aid donated by Estonia goes to help address the aftermath of natural disasters and to help alleviate the situation in Sub-Saharan African countries and places suffering from long-term crises such as Yemen, Afghanistan, Somalia, and South Sudan. Estonia donates the majority of its humanitarian aid through UN aid organisations and International Red Cross organisations.</p> <p>During their meeting, Paet and Georgieva also spoke about opportunities to make the humanitarian aid given by the European Union more effective. &ldquo;Estonia supports increasing the financial resources intended for responding to disasters and humanitarian crises in the next European Union budget. We also support activities that strengthen developing countries&rsquo; ability to avoid and prevent crises,&rdquo; said Paet. &ldquo;Estonia, like the European Union, is also giving more attention to disaster readiness in developing countries. He added that Estonia values Tajikistan&rsquo;s logistical support for the International Security Assistance Force (ISAF).</p> <!--break--> <p>At today&rsquo;s meeting Foreign Minister Paet also spoke about co-operation opportunities between Estonia and Tajikistan and enlivening economic relations. &ldquo;Concluding various agreements will help to facilitate and develop economic relations,&rdquo; said Paet. &ldquo;There are plans to sign an agreement for the protection of investments as well as an agreement for the avoidance of double taxation,&rdquo; he added.</p> <p>Paet stated that Estonia is prepared to share its experiences with developing e-state solutions with Tajikistan. &ldquo;E-state solutions make governing more effective and transparent and services for citizens more accessible, and would thereby help the development of society in Tajikistan,&rdquo; Paet noted. &ldquo;We are prepared to work with Tajikistan by both advising and helping to work out technical solutions,&rdquo; he said.
